Only the manipulator will know the exact reasons why they choose to target the victims that they do, but when they do choose a target, it’s because that person has something that they either need or want. It could be a financial need, an emotional or even physical need, if you have it and they need it, you’re a target to them. Manipulators delight in this cat and mouse game that they play with their victims, reveling in the fact that the entire time, they are the ones in a position of power since the victim has no idea what’s going on. They use the connection and the bond that they have built with their victims to hold them hostage, and the poor victim is sometimes being made to feel like they have no other choice except to comply. And that is why people with personality disorders are so dangerous and manipulative.
